UPDATE 9-14-24

Photo enforcement signs have been removed from Highway 11E.  They have been gone a few months.  It is unknown at this time if the contract with Blue Line Solutions is still in effect.  Wording on the Blue Line Solutions website now calls these scam tickets “officer witnessed”.  If someone has received a photo ticket in the past couple months, please contact us through the contact page. 

The Original Area Targeted For Photo Enforcement

This is was an estimation of the area targeted for photo enforcement as published in the Greeneville Sun.  The enforcement area now extends within the entire 11E corridor  which stretches almost 10 miles along 11E from the Hawkins County line to the Greeneville City Limits.

Is this going to become a way for both parties to try to collect on their camera tickets if you choose not to pay?

“Operation Gatekeeper will not be used for anything traffic enforcement related, and it will only be used to guard the community from vehicles attached to a hotlist or investigate crimes. In addition, the technology records images of the vehicle, which are time stamped and kept for a period of 90 days. This technology does not know who is driving or who is in the car. The permanent location of the equipment has not yet been determined.”

Of course its location has not yet been determined because its in the manned mobile camera they are using to take pictures of speeding cars.   Debt collection is not traffic enforcement, so what are they not telling us?

It appears the Town of Mosheim is now patrolling the entire length of US 11E within their city limits for photo enforcement.  This area would extend from the Hawkins County Line all the way to the Greeneville City limits, a distance of over 10 miles!  On the southbound lane of US 11E just past the sign that says LEAVING GREENEVILLE City Limit a sign is posted under the the Town of Mosheim city limit sign that says “Traffic Laws Photo Enforced” in small black print that is not very visible.  Another one of those signs was observed on the southbound lane of 11E in the vicinity of the Dollar General Store at the Gap Creek Rd intersection which is in the original targeted area in the above photo.  On the north bound side of 11E about 100 yards past the Mobile Station/Subway, another sign is posted.  A Town of Mosheim police car was observed in one area with a motorist pulled over and the K band radar receiver indicated a signal was present in that area but was not there on the return trip.

At this time we would urge all motorists passing through Tennessee on Interstate 81 to avoid exiting at Exit 23 unless you must.  Be very observant of the speed limits if you exit the Interstate.  There are PHOTO ENFORCEMENT signs in the area of Exit 23, AND ALSO AT THE TOWN CITY LIMIT SIGNS.

The Town of Mosheim which includes the area around Exit 23, Interstate 81 IN NORTHEAST TENNESSEE AND EXTENDS ABOUT 10 MILES ALONG HIGHWAY 11E FROM THE HAWKINS COUNTY LINE TO THE GREENEVILLE CITY LIMIT  is now using “manned” LIDAR speed cameras.  This appears to be a  loop hole interpretation of the Tennessee Code Annotated that states “unmanned cameras” in the law.  The officer uses LIDAR which is a laser that has limited range to determine the speed of the vehicle, takes several pictures, then  uploads to the third party company for processing.  The vehicle is not stopped for a violation so there is no  interaction with the officer for an official department citation to be given to the driver.   The uploaded information is sent to the camera company?? and they notify the registered owner of the vehicle via non-trackable US Mail.  The “citation” has a similar disclaimer about failure to pay does not add points to your license, reported to your insurance, or affect your credit rating that the redlight camera extortion letters contain.

We have no information if you can pay the “fine” at the town hall or mail the “fine” to the local town hall as you might normally do with those issued in person by officers.

This seems to be a variation of the same scheme as the redlight cameras with the “official” citations being issued by a 3rd party (Blue Line Solutions in Chattanooga TN) and sent through regular mail with demands to pay a $50 fine, risk increases of the fine for failure to pay it, and offering the opportunity to go to court and argue the “citation”.  The private company appears to collect all the money and then sends a portion of it back to the agency it has the contract with.

It is unknown at this time if throwing these fake citations issued by this new scheme in the trash can result in any actions against you, however since they are sent to you using a method that is not able to verify receiving it (certified or registered mail which must be signed for) and sent to the registered vehicle owner, it may be very difficult for them to issue a warrant for you based on not responding.  The option to sue you in chancery court (a civil action) does remain on the table.

If a Town of Mosheim officer stops a vehicle and issues a citation to the driver in person, DO NOT DISREGARD IT OR THROW IT AWAY!  Either pay it or go to court to contest it with the judge.
